Drizzle chocolate syrup down inside of glass. Refrigerate 1 hour.
Microwave milk in microwaveable measuring cup on HIGH 1 to 1-1/2 min. or until hot. Carefully pour into blender container.
Add sugar, cocoa powder, instant espresso, cinnamon and 1 cookie to blender container with milk; blend until cookie is finely crushed and mixture is well blended.
Pour into prepared glass. Top with whipped topping and remaining cookie.
