Heat oven to 350°F.
Spoon sugar into shallow bowl. Spray kitchen shears with cooking spray. Use to cut 1 marshmallow crosswise into 5 slices. Press each marshmallow slice into oval shape, then pinch both ends of oval to resemble flower petal. Repeat with remaining marshmallows.
Dip one cut side of each marshmallow petal, 1 at a time, into sugar, firmly pressing sticky parts of marshmallow into sugar to secure; place in single layer on plate. Repeat with remaining marshmallows and colored sugar. (You should have a total of 20 petals.)
Place graham squares in single layer on baking sheet; top with chocolate pieces.
Bake 1 to 1-1/2 min. or until chocolate begins to soften. (Chocolate will not appear to be melted. DO NOT bake long enough to fully melt chocolate.)
Arrange 5 marshmallow petals, with edges of petals slightly overlapping, in circle on top of each chocolate-topped graham square to resemble flower as shown in photo.
