Line 8-inch square pan with foil, with ends of foil extending over sides; spray with cooking spray.
Microwave chocolate chips and 2/3 cup milk in microwaveable bowl on HIGH 1 min. or until chocolate chips are completely melted and mixture is well blended, stirring every 30 sec. Add 1 Tbsp. butter; stir until melted. Stir in 1/3 of the chopped cookies.
Pour into prepared pan.
Repeat with peanut butter chips and remaining milk in separate microwavable bowl. Add remaining butter; stir until melted. Stir in 1/2 of the remaining chopped cookies; pour over chocolate layer in pan.
Sprinkle with remaining chopped cookies; press cookies gently into fudge with back of spoon.
